      Bloody rental car prompts police to seek public's help

      Blood on the outside of a rental car has the Ottumwa Police Department asking the public for help.

      Shortly after 3:30 p.m. Tuesday, officers received a report from a concerned citizen that a man was sitting in a parked car in the 100 block of East Third Street, possibly needing medical assistance.

      When officers got there, they found Jason Tobeck, 36, of Ottumwa.

      They say when he got out of the car, he fled on foot into the Third Street Parking Lot.

      Officer's chased Tobeck and caught him a short time later and arrested him.

      Tobeck is charged with public intoxication, open container and interference with official acts.

      He is free after posting $2,000 bond.

      The rental car Tobeck was in was a white 2013 Dodge Charger.

      It had what appeared to be blood on the outside of it and damage indicating it had been involved in an accident.
