Northeast Missouri man charged with child molestation
QUEEN CITY, Mo. —
A northeast Missouri man is behind bars after being accused of fondling a 13-year-old girl’s breasts.
Stephen R. Starbuck, 56, of Queen City, has been charged with Third-Degree Child Molestation.
According to court documents, the 13-year-old told investigators that she woke up to Starbuck touching her breasts over her clothes. She said she was afraid, and pretended to still be asleep when Starbuck tried to place his hand under her clothes. She said she tried to stop him, and feigned waking up, leaving the room.
In an interview with a Schuyler County deputy, Starbuck admitted he may have touched the girl’s breasts, but if he had, then it was accidental.
The 13-year-old told authorities that the fondling was in no way accidental or inadvertent.
Starbuck’s bond was set at $20,000.
The State Technical Assistance Team for the state of Missouri assisted the Schuyler County Sheriff's Office with the investigation.
